(Full disclosure: I'm Oregonian.) You can tell he's American three ways:
1) New helmet, clean bike. You're probably seeing this bike's first, and likely last, trip because,
2) His seat is too low, forcing him to pedal with his butt, instead of pedaling with gravity and his stronger leg muscles by raising the seat up some, and
3) He's riding on the sidewalk, on the wrong side of the street. This is likely the result of a self-fulfilling prophecy of inexperience: "I don't ride in the street because cars don't see me." Never mind that what's really going on is that drivers and other cyclists don't see bicycles riding against traffic on the sidewalk, which is extremely dangerous and probably illegal.
Why do Americans hate cycling? They were never taught how.
